Govindraju granted R200 000 bail in R635 Tembisa Hospital procurement case

Stefan Joel Govindraju, a 37-year-old man accused in a R635 million procurement scandal at Tembisa Hospital, has been granted R200 000 bail after making his first appearance before the Johannesburg Specialised Commercial Crimes Court sitting in Palm Ridge.

He faces multiple charges arising from the alleged irregular procurement of medical supplies and equipment at the hospital. The charges include 70 counts of fraud, as well as theft, money-laundering and corruption-related offences.

Nature of the charges

According to the National Prosecuting Authority (NPA), Govindraju is alleged to have been the beneficial owner of several companies used to secure procurement contracts from Tembisa Hospital and the Gauteng Department of Health between January 2020 and April 2023.

The State alleges that he engaged in fronting practices and cover quoting, creating the false impression that the procurement processes were fair, transparent and competitive. Fraudulent and non-compliant documents were allegedly submitted in support of quotations, and certain entities received payments for goods and services that were never legitimately rendered or delivered.

Alleged financial prejudice

The alleged conduct caused prejudice of more than R583 million to the Gauteng Department of Health, Tembisa Hospital, the National Treasury and the citizens of South Africa.

It is further alleged that Govindraju paid gratification totalling over R41 million to officials employed at Tembisa Hospital in exchange for their intervention in procurement and supply-chain management processes.

Bail ruling

During the bail application, the court held that the accused bore the onus of showing that the interests of justice permitted his release. The court granted him bail of R200 000, subject to conditions.

Next court date

The matter was postponed to 29 September 2026 for plea and sentencing proceedings. 

The NPA said it remains committed to ensuring accountability in cases involving the alleged abuse of public procurement processes and the misappropriation of public funds.
