Executive Mayor of Tshwane, Dr Nasiphi Moya, has officially removed Cllr Kholofelo Morodi from her position as the Member of the Mayoral Committee (MMC) for Corporate and Shared Services.

The decision follows a week of intense scrutiny triggered by revelations at the Madlanga Commission of Inquiry.

While the official statement cites a “pattern of engagement” and the use of “informal channels,” details from the public domain provide a more specific picture of the allegations that led to the downfall of the ActionSA councillor.

The “Inappropriate Relationship” with Sergeant Nkosi

At the heart of the controversy is Morodi's relationship with Sergeant Fannie Nkosi, a Gauteng Organised Crime Unit officer. Testimony and evidence presented to the Madlanga Commission – which has since been widely reported – exposed a series of WhatsApp exchanges between the two that suggested a breach of municipal protocol.

Public reports indicate that these exchanges involved the alleged leaking of internal municipal land lease tender documents to Sergeant Nkosi via personal message. One specific exchange featured Morodi thanking Nkosi for “making her birthday special,” shortly after which sensitive documents were reportedly shared. Furthermore, the commission heard testimony suggesting that recruitment interference took place, with Nkosi allegedly receiving job applications directly from Morodi.

The Mayor's decisive action

In her press statement, Mayor Moya noted that while Morodi was afforded the opportunity to provide written representations, her response failed to adequately address the concerns. The Mayor stated that the material reflects a pattern of conduct over an extended period that raises serious concerns regarding the handling of information and adherence to executive standards.

The Mayor invoked Section 60 of the Local Government Act: Municipal Structures Act, which grants her the authority to dismiss members of the Mayoral Committee to protect the integrity and effectiveness of the executive.

Broader fallout in the metro

The removal of Morodi is part of a widening net of accountability in Tshwane. The same commission testimony has already led to the suspension of TMPD Deputy Commissioner Umashi Dhlamini. Additionally, ActionSA has already placed Morodi on a precautionary suspension from the party pending its own internal investigation.

Interim leadership

To ensure the City's administrative functions continue without interruption, MMC Hannes Coetzee has been appointed to act in the Corporate and Shared Services portfolio until a permanent replacement is named. Mayor Moya emphasised that while this removal is a measure to safeguard the institution, it does not constitute a formal finding of guilt, allowing the Madlanga Commission to continue its work without interference.
